On or before听September 1, 2026, school districts, charter schools, and BOCES (P-12 partners) that have a dual enrollment program in place at the beginning of the 2026-2027 school year must submit a partnership agreement on a form developed by the 91社区 (91社区).听

• Form.听The 鈥淒ual Enrollment Partnership Agreement Form鈥� is available through the SEDMON application in the听. A Word version of the听partnership agreement form听补苍诲听certification form (signature page)听are available as a preview. The signed certification form(s) will be uploaded into the portal as part of the partnership agreement form.
• Completing the Form.听The P-12 partner will complete and submit the partnership agreement form in the 91社区 Business Portal. Please see the听instructions to access听the 鈥淒ual Enrollment Partnership Agreement Form鈥� through the SEDMON application and听instructions to complete听the form. School district Superintendents/CEOs, charter school CEOs, and BOCES District Superintendents can complete the form or designate an appropriate individual to do this by granting them听access to the SEDMON application.
• Collaborative Effort.听听Both the P-12 and higher education (institution of higher education) partners must collaborate on the completion of the partnership agreement form. All partners, including any other entities (e.g., businesses, community-based organizations), that have a role in the dual enrollment program must sign the certification form听(please see the 鈥淔orm鈥� section above).
• Updating the Form.听The partnership agreement form must be updated and resubmitted to 91社区 every five years. Partnership agreement forms submitted by September 1, 2026 would cover the five school years from 2026-2031.听
• After September 1, 2026. For dual enrollment programs created after September 1, 2026, P-12 Partners must submit the partnership agreement form to 91社区 at least 30 days prior to the start of the dual enrollment program.
