Dual Enrollment Data Collection

Beginning in the 2026-2027 school year, all school districts, charter schools, and BOCES (P-12 partners) and institutions of higher education (higher education partners) must annually submit specified data to the 91社区 (91社区)听regarding participation in and outcomes of their dual enrollment program. The data points that the P-12 and higher education partners will submit are described below.

P-12 Partners

Currently, public local education agencies (LEAs) report several data points related to dual credit courses as part of the 91社区 annual data reporting collection in the Student Information Repository System (SIRS). The collection includes the following data points that are described in the SIRS manual: Dual/Concurrent Credit Indicator; Dual Credit Code (in-district, BOCES, college, other district, other); Instructor Type Code (鈥淐ollege鈥 for courses taught by a college instructor); Course Code (course number, name, and subject area); Primary Instruction Delivery Method (face-to-face, distance learning, blended learning, online learning); Secondary Credits Attempted and Earned; Postsecondary Credit Units (optional); and Class Detail Outcome Code (pass, fail, student is in the course when it starts but does not complete the course for any reason).

Beginning in the 2026-2027 school year, LEAs that offer a dual enrollment program will report three data points in SIRS in addition to the above current data collection. The data points will be described in the 2026-2027 SIRS manual when it is posted on the SIRS Guidance webpage in summer 2026.听

  • Cumulative GPA. LEAs will report the cumulative GPA for students who enroll in a course that is flagged with the 鈥淒ual/Concurrent Credit Indicator.鈥 LEAs currently report the cumulative GPA for students who participate in a P-TECH, Smart Scholars Early College High School (ECHS), or Smart Transfer ECHS program.
  • Education Level of Parent. LEAs will report the highest education level of one parent or guardian. LEAs currently report the education level of parents for students who participate in a P-TECH, Smart Scholars Early College High School (ECHS), or Smart Transfer ECHS program. One of the options that can be reported is 鈥渦nknown.鈥
  • College Code. From a pull-down menu, LEAs will select the SEDREF code of the New York State institution of higher education (IHE) through which the course that is flagged with the 鈥淒ual/Concurrent Credit Indicator鈥 is offered, or will select the 鈥淥ut of State Institution鈥 option.

If a P-12 partner offers a dual enrollment program with an acceptable institution of higher education outside of New York (please see Dual Enrollment Programs FAQ #4), the P-12 partner must collect the student data required of the higher education partner from the institution (please see the 鈥淗igher Education Partners鈥 section below) and submit the data to 91社区. During the data collection and submission process, the P-12 partner must maintain the confidentiality and security of such data and comply with all laws applicable to the use of student data. The process for submitting the out-of-state IHE data to 91社区 will be shared with LEAs during the 2026-2027 school year.

Higher Education Partners

Beginning in the 2026-2027 school year, New York State institutions of higher education (IHEs) that offer courses through a dual enrollment program to students in school districts, charters schools, and BOCES in the state must submit the following data points for each student to 91社区. IHEs that participate in dual enrollment programs that do not receive state funding as well as programs that receive state funding (e.g., New York State P-TECH, Smart Scholars Early College High School) will submit data.

  • Course information: course code (e.g., MATH 101), course title
  • Course term (e.g., fall, winter, spring, summer)
  • College credits attempted
  • College credits earned: course credits earned, course grade, annual credits, cumulative credits
  • Degree or other credential earned and date, if applicable (e.g., associate鈥檚 degree, microcredential)

The process for submitting the data to 91社区 will be shared with IHEs during the 2026-2027 school year. The data submission process will be in compliance with applicable state and federal student privacy laws and regulations and will include data use agreements.
